Bylaws of the Carnegie Mellon University College Bowl
Organization
(Revised April 29, 2002)
Preamble
Whereas Carnegie Mellon University does not currently have a College
Bowl Organization and whereas the intellectual level of the students
on this campus is high, hereafter a College Bowl Organization on this
c will be formed.
Article I: Organizational Name
The name of this organization will hereafter be called the Carnegie
Mellon University College Bowl Organization.
Article II: Definitions
- Active Member:
For purposes of tournament attendance and voting, an active member
shall be defined as a member of the Carnegie Mellon University
College Bowl Organization who has attended at least one weekly
practice in a given semester, or otherwise demonstrated to the
Organization's officers a good faith effort to remain involved in
the affairs of the organization.
- On-Campus Tournaments:
On-Campus Tournaments shall be defined as academic competition
tournaments held on the campus of Carnegie Mellon University.
Article III: Purpose
- Attendance at Competition
- To organize a teams of Carnegie Mellon University students to
attend intercollegiate competition including, but not limited to:
- National Academic Quiz Tournaments L.L.C. (NAQT) Sectional
Collegiate Tournament
- Testing Recall About Strange Happenings (TRASH) Regionals
- Other events for which sufficient interest and availability
exists among the membership of the organization.
- Hosting of Competiton
- To organize sufficient staff and resources to host tournaments
including, but not limited to:
- The Carnegie Mellon Intramural College Bowl Tournament
- The Tartan Invitational High School College Bowl
Tournament
- Other events for which sufficient interest and
availability exists among the membership of the organization.
Article IV: Membership
Membership in this organization shall be open to all members of Carnegie Mellon University and will abide by the university’s Statement of Assurance.
Article V: Parliamentary Procedure
- All meetings will be run according to Robert's Rules of
Parliamentary Procedure.
- To vote on any motion, a quorum of active members must be present.
Article VI: Officers

- President
- Duties of the President
- Set the agenda for each of the meetings
- Represent the College Bowl organization
- Create committees
- Serve as assistant director of on-campus
tournaments
- Vice-President
- Duties of the Vice-President
- Takes over for the president if the president is
unable to perform his or her duties
- Set up equipment for weekly practices.
- Run the meetings.
- In charge of publicity
- Designing the posters
- Putting the publicity up
- Treasurer
- Duties of the Treasurer
- Handle the finances of the organization
- Keep the budget balanced
- Keep track of all income and expenses
- Secretary
- Duties of the Secretary
- Handle the clerical work of the organization
- Serve as liason to similar Organizations at other
Universities.
- Reserve rooms for weekly practices.
- Tournament Director
- Duties of the Tournament Director
- Organizes and manages the on-campus tournaments.
- Finds and trains the volunteers for on-campus
tournaments.
- Executive Committee
- The executive committee will consist of the President,
Vice-President, Treasurer, and Secretary.
- Non-Elected Officers
- Non-Elected Officers will be nominated by the President
and approved by a vote of the Elected Officers.
- All members of the College Bowl Organization will be part of
the general body.
- Election of Officers
- The election of officers for the offices of President,
Vice-President, Treasurer, and Secretary will occur no later
than the last week in April.
- The election will be run by a member of the College Bowl
organization who is not running in the elections.
- Nominations will take place during the meeting on the day of
the elections.
- Nominations must be seconded to be on the ballot.
- The voting during the election will be by secret ballot.
- Write-in votes will not be permitted.
- The terms of the officers will begin on the first day of
Classes for the Fall Semester following their election and the
terms will end the next year on the same date.
Article VII: Finances
- As stated above, the treasurer will be in charge of the
finances.

- Activities Fee (Funding directly allocated by the Student
Senate)
- What the funding is used for
- Purchase of question packets
- Advertising
- Clerical supplies (i.e. Paper, pens, etc.)
- Miscellaneous expenses
- Student Activities
- What the funding is used for
- Buzzer systems
- Miscellaneous expenses
- Student Affairs
- What the funding is used for
- Travel expenses to send the teams to the regional and
national tournaments
- Miscellaneous expenses
- Other sources
- Miscellaneous expenses
Article VIII: The Carnegie Mellon Intramural
College Bowl Tournament
- All rules used in the Tournament will be those rules set by
NAQT.
- Questions for the Tournament will be purchased from NAQT.
Article IX: Selection of Teams
- The composition of teams for the regional and national tournaments
will be selected at the discretion of the President.
Article X: Amendments
- The Carnegie Mellon University College Bowl Organization will
have the power to amend its bylaws.
- A two-thirds (2/3) vote is required for the passage of any
amendment.
- After the motion is made to amend the bylaws, the motion will
be immediately postponed until the next meeting.
